Many customers are shocked when, a few weeks after returning the car, they see on their bank statement:

  • an administrative fee
  • sometimes even without the actual fine

And the question arises:

“But I already paid the fine! Why is the rental company charging me again?”

Let’s explain this clearly once and for all.

1. Fine vs. Administrative Fee – They Are NOT the Same

This distinction is very important 👇

🚓 Fine

A fine is:

  • a penalty imposed by the police, city authorities, or automated systems (e.g., speed cameras)
  • related to a specific violation (speeding, parking, tolls)

👉 The driver always pays the fine.

🧾 Administrative Fee

An administrative fee is:

  • not a fine
  • not a penalty
  • simply a charge for handling the administrative process

In practice, it covers:

  • locating the rental contract
  • identifying the driver for the relevant authorities
  • preparing and sending documents
  • handling official correspondence

📌 The rental company charges this fee for the “paperwork process”.

2. Why does the rental company charge an administrative fee?

Because the fine:

  • is issued to the vehicle owner, not the driver
  • the owner is the rental company or leasing firm

Before the fine reaches you:

  1. the authority contacts the rental company
  2. the rental company must identify the driver
  3. prepares the necessary documents
  4. responds officially to the notice

⏱️ This takes time and generates costs — hence the fee.

3. How much is an administrative fee?

Most often:

  • 50–150 PLN per fine
  • sometimes more (especially for international violations)

⚠️ Important:
The administrative fee is charged even if you pay the fine immediately, because the administrative process has already taken place.

4. Administrative Fee vs. Leasing – why it works the same way

It’s exactly the same mechanism as with leased vehicles.

If you drive a:

  • leased car
  • company fleet car
  • business vehicle

👉 The leasing company:

  • does not pay the fine for you
  • charges an administrative fee for handling it

That’s why people who have leased vehicles often say:

“Yes, I know this — it’s exactly the same as in leasing.”

Rental companies operate in the same way.

5. Is an administrative fee legal?

✅ YES — if it is written in the contract.

It does not need to be:

  • separately signed
  • confirmed each time

It is enough that:

  • the customer accepted the terms and conditions
  • the fee is clearly defined (amount or range)

❌ NO — if:

  • it’s not in the contract
  • the customer was not informed
  • the rental company cannot justify it

7. Why do customers feel “double punished”?

Because they see:

  • fine → penalty
  • administrative fee → additional charge

Psychologically, it feels like:

“I got a penalty + another penalty”

In reality:

  • fine = penalty
  • administrative fee = processing cost
